Professor Joy Carter was appointed as Vice-Chancellor at the University of Winchester in April 2006.

Under the leadership of Professor Carter the University has grown into a highly reputable and successful university whilst also becoming one of the world’s leading values-driven universities. Professor Carter is a recognised champion for the importance and impact of values in education globally having developed a new model for values-driven higher education.

Professor Carter is passionate about social justice and all aspects of equality and has a particular interest in widening participation, climate change, sustainability and animal welfare. She is Patron of nine charities, including two international organisations. The University’s strategic plan (2015-20), shaped by Professor Carter, is focused on establishing values-driven education to address the most urgent problems facing humankind.

Professor Carter is an academic with research in the field of Environmental Geochemistry and Health and has served for many years as President of the International Society in her field. Professor Carter has published over 100 articles; has edited and contributed to nine books, book chapters, editorials and edited thematic sets; and has supervised 23 successful research students.

As an ambassador for skills and vocational learning, Professor Carter chaired the University Vocational Awards Council (UVAC) for six years. Professor Carter also chairs the Supporting Professionalism in Admissions Steering Group (SPA) and the National Governing Body for England Squash, and is a Board member of the Universities and Colleges Admissions Service (UCAS) and the Quality Assurance Agency (QAA).

Professor Carter is very engaged with the Church and faith-based values-led education at all levels and is the Chair of the Trustees for Church of England’s Foundation for Educational Leadership .

Internationally, Professor Carter is Patron of Education Uganda and Compassion in World Farming.

In 2013, Professor Carter was invited to become a representative of the Lord Lieutenant and is now a Deputy Lieutenant for the county of Hampshire.

Professor Carter was the Chair of GuildHE from 2013 until 2018, and a previous Chair of the Cathedrals Group of Universities and served for many years served on the Universities UK Board.

Professor Carter was appointed a Commander of the British Empire (CBE) for services to higher education in the New Year’s Honours List 2018.
